Chapter 1: General Provisions

Article 1: Definition The name of the organization is INTERNATIONAL KITE FEDERATION, IKF for short.

Article 2: Character The IKF is an international non-profit and non-governmental body with member associations and bodies coming from different countries and regions.

Article 3: Headquarters and Secretariat The headquarters and secretariat of the IKF are located in Weifang City, China and the latter is its administrative agency.

Article 4: Objectives
The objectives of the IKF are:
To abide by the constitution, laws, regulations as well as the ethic codes of the country where its headquarters is located;
To strengthen communications with kite lovers from different countries and regions and promote the exchanges and cooperation among its members;
To carry forward the world traditional kite culture;
To promote the development of the world kite sport.

Article 5: Language
The official languages of the IKF are Chinese and English.

Chapter 2: Business Scope

Article 6: Business Scope
1. To promote the development of kite sport, encourage the popularization of kite sport in the countries/ regions where kite sport has not been developed and assist the said countries/ regions in establishing kite associations;
2. To formulate and improve the rules of kite competitions and ensure its use in the international kite competitions;
3. To organize international training courses for kite coaches and judges;
4. To organize and assist in organizing international kite competitions, meetings and other events, and to ensure the annual Weifang International Kite Festival a success;
5. To host academic exchanges and step up research on kite theories;
6. To collect and arrange the materials on kite activities held in different countries and regions and organize exchanges on the information of kite activities.

Chapter 3: Members

Article 7: Membership
1. All founding members of the IKF become its members automatically.
2. All countries and regions recognizing the IKF Statutes can apply for the IKF membership.
3. All IKF members respect each other and oppose any kind of racial, political and religious discrimination.

Article 8: Admission to Membership
Any association qualified for the IKF membership wishing to become a member of the IKF shall:
1. Make a formal application to the IKF Secretariat.
2. Approved by a majority of the votes of members present at the Congress.
3. The IKF Secretariat shall register the membership of the new member upon its application being approved by the Congress.
4. No application for membership from any association previously refused shall be considered within 12 months from the date of such refusal.

Article 9: Rights of Members
All IKF members enjoy the rights of:
1. Electing and being elected and voting.
2. Taking part in the IKF-hosted activities.
3. The priority of receiving service from the IKF.
4. Offering advice on and supervising the work of the IKF
5. Freedom of affiliating with and withdrawing from the IKF.

Article 10: Obligations of Members
All IKF members are obliged to:
1. Comply with the decision of the IKF.
2. Protect the legal rights of the IKF.
3. Fulfill the tasks assigned by the IKF.
4. Pay membership fees as stipulated.
5. Report on the situations of kite sport and provide materials concerned.

Article 11: Membership Fee All membership fees shall be payable from January 1 to March 31 each year and the amount of membership fee shall be fixed by the Congress.

Article 12: Suspension and Termination of Membership
1. A member whose subscription is in arrears for 6 months from the due date of payment shall be suspended automatically from the IKF membership for so long as its subscription continues in arrears.
2. A member whose subscription has not been paid within one year of its due date shall cease automatically to be a member of the IKF and the IKF Secretariat shall give notice to the member concerned.
3. A member wishing to withdraw from IKF membership shall give notice of resignation in writing to the IKF Secretariat.
4. The Executive Committee shall have the right to reinstate any member whose membership has been terminated under the provisions of this Article upon payment of the arrears of subscriptions.
5. During the continuance of any period of suspension or termination of membership, a member shall be prohibited from enjoying the rights of membership of the IKF and from entering any of its members in any IKF-hosted competition or meeting.
6. If a member infringes seriously the IKF Statutes, the Executive Committee may expel that member.

Chapter 4 Congress

Article 13: The Congress shall be the supreme authority of the IKF.

Article 14: Powers of Congress
The Congress of the IKF shall have the power to:
1. Formulate and alter the IKF Statutes and competition rules.
2. Elect and dismiss the members of the Executive Committee.
3. Check and discuss the work report and financial report of the IKF.
4. Decide on the dissolution of the IKF.
5. Discuss the proposals presented by IKF members or/and the IKF Secretariat.
6. Make plans for IKF activities.
7. Fix down the date and place of the next Congress of the IKF and the next World Kite Championship.
8. Fix the amount of the membership fee.
9. Make decisions on other important issues.
10. Make resolutions to commend any individual or organ who has rendered outstanding services to the IKF and world kite sport:
(1) IKF Gold Kite Prize
(2) IKF Silver Kite Prize

Article 15: The quorum for the IKF Congress shall be at least two-third of its members and any decision of the Congress shall be taken on the basis of a majority of votes cast.

Article 16: The Congress shall meet every 5 years. In case of an exception, at least one-third of the IKF members shall submit a demand in writing to the Executive Committee for approval.

Article 17: Representatives 1. Each member shall have the right to appoint a maximum of two representatives and shall be entitled to one vote at the Congress. 2. A member may change its representatives no later than 10 days before the date of the Congress. Its representative must be a citizen of the country or region of the member.

Article 18: The Congress shall be presided over by President and in his/her absence, by Executive Vice President or Secretary General.

Article 19: Convening Notice The Secretariat shall send out a convening notice at least 3 months before the date of the Congress and convening notice shall set out the agenda of the Congress.

Article 20: Individual Proposal A member may submit individual proposals in writing to the Executive Committee at least 60 days ahead of the date of the next Congress. In case of an urgent matter, the matter which is not included in the agenda may be discussed, provided it is supported by a majority of votes of two-third of the members present.

Article 21: Voting Voting of the Congress shall be decided by a show of hands unless a secret ballot is demanded by the chairman of the Congress or by at least one-third of the members present and voting.

Article 22: In case of a tie, the chairman of the Congress shall have a casting vote.

Chapter 5 Administration

Article 23: Executive Committee
1. The IKF shall be managed by an Executive Committee consisting of 1 President, 1 Executive Vice President, 9 Vice Presidents, 1 Secretary General, 1 Treasurer, 2 Deputy Secretary Generals and 3 representative Executive Committee Members.
2. The members of the Executive committee shall be elected for 5 years by the Congress on the basis of the nominations from all member associations. They are eligible for re-election.
3. The Executive Committee shall meet once every year. The IKF Secretariat shall send to every member of the Executive Committee notice of each meeting at least 60 days before it is due to be held.
4. The President shall preside or in his/her absence the Executive Vice President or the Secretary General shall preside over all meetings of the Executive Committee.
5. The quorum for all meetings of the Executive Committee shall be more than half of the members of the Executive Committee. Voting at all meetings of the Executive Committee shall only require a simple majority of those present and voting. The Chairman shall have a casting vote in case of an equality of votes.
6. Voting at all meetings of the Executive Committee shall be by a show of hands.
7. Shall the Executive Committee fail in meeting, a resolution in writing which has been circulated to all members of the Executive Committee and which is signed by at least half of the members of the Executive Committee indicating that they are in favor of the resolution shall be valid and effectual.
8. The Powers and Duties of the Executive Committee
(1)To carry out resolutions of the Congress and to formulate policy recommendations for consideration of the Congress.
(2) To preview the amended version of the IKF Statutes for consideration of the Congress.
(3) To be responsible for the daily administration of the IKF.
(4) To appoint and dismiss the members of the sub-commissions of the IKF.
(5) To appoint any person as an Honorary President and Honorary Vice President of the IKF.
(6) To draw up competition by-laws under the Competition Rules; to interpret and give rulings on appeals or disputes regarding the provisions of the Competition Rules and Regulations. There shall be no appeal against any such interpretation or decision.
(7) To impose any necessary penalties against members, officials or competitors who during an international competition are guilty of infringement of the spirit of sports.
(8) To prepare the Congress.

Article 24: Sub-commissions
Under the IKF Executive Committee, three Sub-commissions shall be established, i.e. Competition and Judging Commission, Technique and Equipment Commission as well as Promotion and Marketing Commission.
1.Members of the three Sub-commissions shall be appointed and dismissed by the Executive Committee.
2. Voting on motions at all meetings of Sub-commissions shall be by a show of hands and shall only require a simple majority of all members of the sub-commissions present and voting. The chairman of the meeting shall have a casting vote in case of an equality of votes.
3. All Sub-commissions shall make minutes including all proceedings and resolutions at their meetings and shall furnish copies of all such minutes to the Secretary General.

Article 25: Powers and Duties of the President
1. To represent the IKF in international or other institutions.
2. To preside over the Executive Committee Meeting and the Congress.
3. To sign or authorize the Secretary General to sign all agreements and contracts commissioned by the IKF in accordance with the decision of the Executive Committee.

Article 26: Powers and Duties of Executive Vice President and Vice Presidents
To assist the President to fulfill his or her duties and to carry out the duties of the President in his or her absence.

Article 27: Powers and Duties of Secretary General
1. To be responsible for the daily work of the IKF and to organize to fulfill the annual work plan of the IKF.
2. To assist other members of the Executive Committee in fulfilling their duties.
3. To nominate members of the Sub-commissions for the Executive Committee to approve.
4. To decide on the recruitment of employees of the IKF Secretariat and other IKF administrative organs.
5. To organize the meetings of the Executive Committee and Sub-commissions.
6. To ensure a proper record is made of the proceedings of the Executive Committee Meetings and Congresses. He or she shall cause the minutes to be made of:
(1) The names of the members of the IKF present at each Congress and those of the Executive Committee present at each meeting of the Executive Committee.
(2) All resolutions and proceedings at each meeting of the Executive Committee and Congress.
(3) All elections and appointments of the members of the Executive Committee and all appointments of Sub- commissions.

Article 28: Powers and Duties of Deputy Secretary General
To assist the Secretary General in fulfilling his or her duties and to undertake all tasks assigned by the Executive Committee.

Article 29: Powers and Duties of Treasurer To be responsible for supervising the collection of revenue, daily expenditure and settlement of the debts of the causing audited accounts to be published.

Chapter 6 Principles of Assets Management and Use

Article 30: Income
1. Membership fees
2. Financial assistance from governments and international organizations
3. Legal income for hosting activities and providing services within the approved business scope
4. Donations from social organizations, corporations as well as individuals.
5. Bank interests
6. Other legal income

Article 31: All income of the IKF shall be used for the businesses and development of the IKF as stipulated by the Statutes. Any distribution of such income among the IKF members is prohibited.

Article 32: The management and use of all IKF assets shall be line with the relevant laws, regulations and financial policies of the domicile country/region of the IKF headquarters and shall be subject to the supervision of the authorities and registration office of the said country /region.

Article 33: Any embezzlement, private division or misappropriation of the IKF assets by any organization or individual shall be prohibited.

Article 34: The bank accounts of the IKF shall be in the domicile country/region of the Treasurer.

Article 35: An auditor shall be appointed by the Congress for a two-year term whose responsibilities are to audit accounts and inventory of the IKF.

Chapter 7 Amendments to the Statutes

Article 36: The Statutes shall only be altered at the Congress with the approval of the Executive Committee Meeting.

Article 37: Any alteration of the Statutes shall register with the registration office within 15 days of the conclusion of the Congress.

Chapter 8 Termination Procedure and Assets Approach Thereafter

Article 38: Motions on the dissolution of the IKF shall only be tabled by the Executive Committee on the condition that the objectives of the IKF have been fulfilled or a necessity of dissolution occurs on account of self- dissolution or merger.

Article 39: The dissolution of the IKF shall be valid if carried by four-fifth of the votes of the members present at the Congress and a quorum of two-third of the members is required for the Congress. Approval of the dissolution shall register with the registration office.

Article 40: If the motion for dissolution is carried, a liquidation team shall be organized under the guidance of the authorities concerned for settling the debts of the IKF. In the process of liquidation, no other business than liquidation shall be allowed.

Article 41: The remaining assets of the IKF following the dissolution shall be used under the supervision of the registration office for the development of the causes related to the objectives of the IKF.

Chapter 9 Concluding Provisions.

Article 42: This IKF Statutes were adopted at the Congress of the IKF held on (date), (month), (year).

Article 43: The right of interpretation of the Statutes rests with the Executive Committee of the IKF.

Article 44: The Statutes shall take effect on the day when approved by the registration office.
